I am in no way an expert on these things; however, one of my buddies has successfully kept a tank full of bubble tips and has given me some good advice on how to keep them put...
It is perfectly normal for the anemone to wander around the first week or so to find the optimal spot in the tank where it will get the most light, flow, and food. Once its foot finds a place to anchor its self, feed the anemone silver sides or brine shrimp every day for the first few days. The anemone does not have a "brain" to help it decide where to go, but it is driven by water parameters and food supply... if you feed it once it is in the desired location, the anemone will "assume" this is a good feeding location, and be more likely to stay put.
These creatures are extremely sensitive to changes in parameters, and if unhappy will roam continuously and never settle. If they do not find a spot after the first couple of weeks, chances are that they never will. I have read that stability is key... do not allow major swings in Ph, Alkalinity, or specific gravity. Keeping these parameters stable will prevent the chance of roaming.
I hope this helps!
