Ok... The top gauge ....

Is this an issue?

Wen under pressure it flips all the way over ... And stays there.

Right now it is obviously not under pressure

I would assume that one of those guages will show the pressure in the tank and the other is the regulated pressue leaving the guage. If that is the case, the "Flipping" is indicating that the tank is full and Dylan didn't help himself to it on the trip over. :-)
 
Depending on how the regulator is dialed in, it could also flip and stay there. In my experience, the regulator needle is also pretty constant at the.regulated pressure. In this case, maybe it is set very high?
 
The guage will usually stay at the last regulated pressure(low side) until it is relieved. Once you adjust the pressure down and purged then it will show the new lower regulated pressure.
 
That's not good. You may have damaged it. You must make sure the knob on the regulator is completely closed when you open the valve on the tank. Turn the valve on the regulator all the way to the left ("Lefty loosy rightie tightie") before opening the CO2 tank valve. Then slowly turn the knob on the regulator to the right until you see the needle move on the top gauge.

+1. That's a standard rule for all single stage, dual gauge regulators. The AP.com reg. is exactly the same, with the exception of the black box replacing the solenoid we usually see.
