Ballast issue...

Hey, I have a 250w aquamedic ballast that stopped firing the lamp. I put the bulb in another fixture and it works fine. I'm not too familiar with three igniters and whatnot but I'm assuming that's the issue.
Anyway, I have another ballast but I opened to replace the fan that's making noise. I found that there's oil pretty much coating everything. I fired the bulb when I tested it but the oil doesn't seem right. Would that be the capacitor leaking?
 
Often time companies will use an "encapsulent" to prevent any moisture getting to the electronics.
 
Ok, thanks. Everything looks good with no corrosion and it fired the lamp.
To be a pain and ask another question, the ballast that stopped working doesn't make the arcing sound when it's turned on. I'm guessing the capacitor on that one isn't working?
 
The "arcing" sound isn't a capacitor. A capacitor simply stores energy. The arcing you heard relates to the type of ballast you have. Which in your case describes a "pulse start" ballast.
