Best glue for rocks

So I am trying to setup my base rock and have some smaller pieces that I want to secure. I bought some of the seachem reef glue but it just won't setup. Any recommendations?
 
I use the sandwich method.
Super glue gel, JB water weld, then more super glue gel.
 
So I guess my next question, I currently have no water in the tank but I'm using the gel and a dropper for water to activate the gel. Am I doing it wrong and should the tank be filled first?
 
You're going to need 2 part weld to do rocks. Even at that I've never gotten rocks to really stick. Your best option is to use epoxy (the kind that comes in a stick) but also use an acrylic rod from one hole in one rock to the next to hold the weight. If the rocks are smallish you can even use a cut up plastic coat hangar ;)

I use fiberglass rods, cheaper, easier to find and work just as well.
I get mine at Home Depot in the mail box lane.
You can also use leak stop, it hydrolic cement, set fast and gets hard as steel.
 
Ah yes the hydraulic cement, that's the one I was trying to remember. Thanks guys... On to aquascaping!!
