YES,
carefully and over a longer period of time.
You can use one of the tank vacuums or attach a hose to the suction side of an old pump (the pump might be ruined afterwards - but I did it this way before).
Just make sure that the sandbed is not disturbed inside the tank and sucked right out...

get a 5 gal bucket then go buy the bucket head (shop vac top for a standard 5 gal bucket) at home depot ($20) or you can borrow mine. suck out a small amount of sand and replace with thoroughly rinsed sand, rinse, rinse, rinse. 10 times at leat if not more, even long after teh water runs clear.

Then fill a gallon ziplock with some sand and lower it to the bottom, open bag and gently pour it where you want it. repeat as needed.

Ive done this countless times in an existing reef and has little to no impact on my tank...
