Does anyone know what kind of glue do i need to use to mount the pvc to bottom of bulkhead having trouble getting the glue to hold it got

Most PVC Cements will work. Make sure you clean the surface very well prior to gluing.

What he said. Any plumbing cement designed for ALL types of plastic will work. Be sure to use both parts...the cleaner and the cement. Be absolutely certain that when you insert the pvc that it's where you want it because it will almost instantly bond.
