Not 100% sure, but I think the bottoms are tempered. Even if they aren't, the 10g tanks are so thin that you have about a 50% chance of cracking it while drilling. You can drill the backs for sure (but they are still bad about cracking).
 
See if you can find used $10 10 gal tanks... I have a 10 gal that Chris at FishScales drilled for me. First one cracked, second was perfect. When you punch through the glass a the end that is the critical part! Dont have hardly any pressure on the drill and be ready to yank back up as soon as you feel it go through. I do not think any 10 gal are tempered on the bottom, but I could be wrong.
 
You can drill them fairly easy . The trick I figured out is to only tighten the chuck on the bit slightly so then when it starts to punch through it doesn't bind and break the glass . Really loose so that it will occasionally spin while you are drilling. This also prevent you from putting too much pressure on the drill.
