So this seems like a silly question, if my tank has been around 7 months and I have plenty of rock and a small HOB refugium with bio balls in the bottom... Do I still need the ceramic rings in the mechanical filter?

Ok, wrong terminology on my part. I have marine pure bio filter spheres in my hob.
Why remove them? They are just extra living space for bacteria. Unless you're trying to covert the HOB filter to something else like a fuge.
There's no issue with keeping both, just more media for beneficial bacteria to grow. Plus if you ever need to set up a QT or another tank, you can take that media and seed the new system. I always keep a bag or two of matrix for exactly this purpose.

yeah, then go right ahead and remove it. makes sense what you're doing to me.
