Collecting in Key Largo and Islamorada Islands

This winter break we're going to Key Largo FL. I've researched alot and went to the FWC website. I'm familiar with all the regulations. I'm looking to collect between 1-3 fish (not many royal gramma, cardinal, possibly a atlantic blue tang) and a few soft corals. I've heard Anne's beach in Islamorada is a great place. I can't scuba dive so no places to deep. Does any one know a good beach/reef?
 
There is a reef on the Atlantic side of Islamorada...I can't remember the name of it but any of the locals know it. There are tie-off buoys there already. You can rent a small boat pretty cheaply to get to it. It's maximum depth is only 25 ft.
 
Most any of the patch reefs outside of the marine sanctuaries are great snorkeling sites.
