Crackling Ballast?

One of my 250W lamps didn't fire this morning and I went to check the switch. The rocker will not stick in the off position and it makes a crackling noise when I "rock it". Obviously that's not good, so my question is can I replace it with any 250W MH ballast? This was a cheapy from an ebay fixture.

Is the ballast electronic or a magnetic type (uses a coil)? At any rate....I have both available.

It's electronic and apparently poorly made. I know...you get what you pay for. TO be clear, I've unplugged it for safety reasons!
