It is back within two weeks of a Chemiclean 48 hour treatment. Flow is good, tank not over fed, lighting appears ok, Nitrates and Phosphates are in order. Only thing I can think of it’ll my G3 Pros are 3-4 years old. How do you check the spectrum on the lights? Any other thoughts?

My system is 7 years old. All my RO membranes are changed every 2 years. TDS is always zero and they have double DI chambers on both both systems for auto top off and water changes.

You could try adding some beneficial bacteria like something from Dr Tim's. Even though test results are all showing good, in my experience cyano is usually due to nutrition being out of whack, the flow is supposed to export waste that's why people suggest adding flow. My thoughts are that the is nutrients are in your substrate, only bacteria could help if that's the case.
