Cycling new tank

Hey I'm starting my first reef tank. Right now I have a 29 gallon tank and 24" t5ho 4 bulb fixture. I'm getting about 25 pounds of live rock soon and more in the future. I also plan on getting an aquac remora skimmer with maxijet 1200 and koralia 1. Can I go ahead and start cycling with just the rock in the water with the lights on? Or do I need to wait to get everything else? Also, where can I find a cheap or used hydrometer? Pretty much I'm asking how I should start cycling my tank.
 
What is a good substrate? I want a smaller grain. Not like crushed coral.
 
I have this test kit from when i had a freshwater tank:

The ammonia method of cycling is fine if you don't use Live Rock, but not necessary if you do. Live rock will cycle the tank for you - it already has the beneficial bacteria and fauna to get things rolling.

That API test kit is junk, IMO. They are cheap for a reason.
