+1 on getting the nitrates and phosphates up. I would suggest nitrates above 10 ppm and phosphate above 0.05 ppm. Also, turning the skimmer off is very important. Need to let the good bacteria have a chance to multiply before they are removed. It's also better to turn your skimmer off at night. That's when the good bacteria does not have to compete for the nutrients with the photosynthetic Dinos. Dinos and Cyano are attached to surfaces so they don't get skimmed. The way to beat dinos is to get enough good bacteria to outcompete them.
