Do all bulbs need to be installed in a T5 fixture?

I am in the process of buying a T5 fixture. I only need 6 bulbs but the cost of the 8 bulb fixture is only a few dollars more. I would like to buy the 8 bulb fixture and remove 2 of the bulbs until it's time to upgrade my tank. Will this work or do all the bulbs need to be in?
