Downgrade Algae Question

Good Evening,
I am currently running a 55 gallon but have had a bad algae problem. I believe I have figured out the issue. My question is, I am downsizing to a fluval 13.5 gallon bought new live sand (switching to black sand) but would like to use some of the LR and the water from my 55 to speed up the cycle. Is that a bad idea with the algae issue I currently have? would it be better to just start fresh with a fresh cycle? I just don't want the algae to bloom in the new tank, i assume it wont and it will actually die off even if some of the LR has algae on it when first introduced. (assuming i have the issue corrected)
 
Well what do you think is causing the algae problem? That might sway whether I would reuse the rock without cleaning it first
 
I was using regular water rather than RODI water as well as over feeding, Also the tank sits in direct sunlight all day (I assume that would help with algae growth)

I would at least scrub down any rock you plan to reuse in a bucket of saltwater before putting it in a new tank
