Drain Pipe In Overflow Length?

Ok here is another question.In my overflows how far down do I put the drain pipe below the overflows,or do I put them level?Also is there any thing I can do to quite them down?I'm so close to having this bad boy up and running!All Input is welcome please!

The lower the pipes (shorter), the louder the overflow from the main tank will be. I try to make it around 1.5-2 inch from the overflow.

Do you drill any holes in the drain pipe or put a cone strainer on the intake of it?
