I am not familiar with the diff. between the two. Can anybody please explain and is one better than the other for a reef tank. Thanks for the help.

As I understand it, and someone smarter than me please correct me if I am wrong, DRILLED pretty much means that there are holes drilled for bulkheads(no overflow). RR indicates that there is an overflow of some sort (internal or external), and the bulkhead drains are in the overflow.

But this brings up a question, what would one call a tank like mine for example that has an overflow, but is also drilled for a CL? Is this a DRILLED/RR?

Reef ready simply means that the tank is set up to utilize a sump rather that a HOB filtration. If a tank is drilled then it is Reef Ready.

A tank could be "drilled" but not necessarily be "RR" Many people drill tanks for extra flow or yes to make it a "RR" tank. To me, "RR" means there are holes drilled on the BOTTOM of the tank and it has an overflow/overflows installed.
