I see people list their tanks as drilled on here quite a bit. What are they referring to?

It refers to the holes required for supply and return plumbing. Normal tanks have no holes and therefore to have a dump you must have an overflow box. While they work, there are disadvantages of using that method. With a drilled tank the plumbing can come thru the bottom (or sometimes back) of the tank.

He ment sump (dump).
Reef ready tanks are also known as drilled tanks, sooner or later all tanks will come drilled standard.
While mostly used for saltwater, they work great for freashwater systems.

If it's not temped glass, it shouldn't be to hard to drill.
Most reef ready tanks come pre drilled and with over flow boxes built in.
 
To expand on the above, factory drilled tanks are drilled first, then the glass on the bottom is tempered.

MOST standard tanks are not drillable on the bottom, just the back and sides. Most have a sticker somewhere in the bottom trim that will say "tempered, do not drill."

I don't think drilled tanks will ever become the standard, while higher end freshwater systems are frequently done with "reef-ready" tanks, the overwhelming majority of freshwater tanks are still done with hang-on-back or canister filtration. And the majority of aquariums in general, are freshwater.

There are way more choices in factory-drilled aquariums than there used to be, that's for sure.
