End of cycle waterchange

I've been reading conflicting information about what to do at the end of the cycle. The last time I se up a tank I just moved rock over so it wasn't too bad of a cycle. My nitrites and ammonia are at 0 now but my nitrates are at 15-20 and steady there. This is where I'm reading conflicting things. Some have said do a waterchange others have said it's good to go. What are your opinions?

Water change. It'll be good to go when all your levels are 0 and can stay there.
