Pixie or Spotted Hawkfish Cirrhitichthys oxycephalus.
</em>Hawkfishes are neat ... they lack a swim bladder so they are either actively swimming, or perched on something. They tend to like to sit high up, and watch their surroundings, 'like a hawk'.
Small specimens are relatively harmless that specie grows to about 3". Larger specimens will eat small ornamental shrimp and even smaller fishes.
The don't harm corals, so they are 'coral safe' - just use caution with inverts.
I've safely kept larger cleaner/fire shrimp with smaller hawkfishes, but it is a calculated risk.
They're very entertaining little fishes.
