Frogspawn won't open up

I have had this piece for a little over a month now. When I first got the frag it did this same thing, and now its doing it again. Just the tips of the frag comes out. Its been moved around to see if it liked different places and got nothing, so I just put it back where it opened up the most and still the same result.

Picture close up of the specimen and a full tank shot of what's around it might be helpful.

Parameters look good - if water is too warm these don't do so well but 78 is good.

Do you run carbon? Sometimes carbon can be helpful if there's aleopathy (chemical warfare) going on. Usually Euphyllia are the aggressors though, not the victims.

I don't see the closed-up specimen in the full tank shot. It does appear that the closed up specimen is on the sand - have you tried locating it higher up in the tank?
