GPH rating on prop style powerheads

After researching this method it seems that the formula assumes that the velocity is the same across the area of discharge. I can't see how that is possible with the water around the area offering resistance or the returning water offering assistance. It appears that the flow/ velocity meter in the test is typically used where all the water is flowing in one direction streams ditches pipe etc.
