Having problems with retro fit fixture

Chris and I are setting up a retro fit fixture. It has a Icecap 430 and three t-5 bulbs, 2-39watt and one 29watt. We hooked it up per the wiring diagram , when we plugged the lights up, they blink once the go off and thats all they do.Any Ideas

You may have a bad bulb. Do you have a known good fixture you can test the bulbs in?
 
they are brand new bulbs but thats a good idea to test them anyway.

Do you have a multimeter? IceCap has some safety circuitry built into their ballasts that checks for continuity before fully lighting the bulbs (that's why it comes on and goes right off). This is usually an indication that there's a loose wire somewhere or you have a bad bulb (even new ones can be defective). If you have a multimeter follow the steps outlined here:

so we tested the bulbs and they are good, maybe a loose wire?

The 430 ballast won't run more than 2 T5 lamps. With VHO or NO it can do more, but because of the nature of T5 lamps, two is the limit for T5's.

For those curious, the 660 will only run up to 4 T5 lamps regardless of lamp length.
