Hawkfish in 20 gallon long?

Hey ya'll ,
I recently set up a 20-gallon tank about a month ago for my mom and she LOVES flame hawks. Wondering if I might be able to put one in that tank or would it be too cramped, also the tank has one Medium clown and 3 turbo snails.

My thoughts: Probably fine, but not much more than that.

they start out pretty small, but over time it might be a little cramped. you can always sell it and get another small one down the road again.
