Heater stupid question

Finnix 200w led digital heater

I'm cleaning today and tools the heater out ...
Welll it was dirty had all sorts of thing on it..
Anyway

The bottom 2 /3 looks like it's filled with salt... Dry.

Is that the way they are made or did something crash on me?

Appears to be working fine...:

No cracks

I seem to remember someone saying recently that they are filled with sand now days.
