Help with ID of algae

I thought I just had hair algae so I added a few extra clean up crew. Nothing seems to eat it, crabs, snails, lawnmower blenny, or tang. The problem isn't getting worse, just not any better. I've tried pulling it off the rocks, scrubbing with a toothbrush, and suctioning with a siphon but it is very difficult to come loose. Hair algae or something else? Thanks!

That's not the evil sort of algae that I'm dealing with in one tank

Focus on nutrient reduction and it should clear up/get better
