Help with slime in tank

So, a few months back - power outage while I was out of town.  Tank several days without power.  Lost a couple of Fish. However- since that time - I have had this slime that keeps coming back -mostly in my overflow and sump.  Also green alage on my sand.  Can anyone help ID the slime - and maybe suggest solutions.  Tank is 165 gallon- Red Sea.

Thats bacteria.  Looks exactly like what will happen if you overdose with carbon.  Will also deplete oxygen.

Water changes and potentially increased flow I would think would help.
 
Decrease in light intensity or period could help that green on your sand as well.
 
Carbon - I dose Red Sea No Pox - are you saying - a reduction is needed?
