help with used reef tank

tank has purple algae all over it, thick! he used tap water. Will this cause a problem for me? im not going to keep the fish, want to move it and wait a few weeks before adding fish. Should i still use half the water in the tank or replace it all?

Soak the tank with water and vinegar for a day or two.

Should i dry out the live rock and start over?

Nah....if it has a lot of nuisance algae, just let it cured in a 30 gallon trashbin covered with a powerhead or two. After a week, the lack of lights will kill all them all.
