Here is a link to a short article with essential points of how UV works on living cells. It doesn’t really even have to instantly kill pathogens. Just rendering them inert, weakened or sterile is usually enough. So, they can’t carry on an essential metabolic function or reproduce. They go into decline and our fish win a war by attrition -
