If it's fixed in place (like a tiny colony) then I'd go back to my first guess at hydroids.
Hydroids can be a nuisance if they become too numerous. For that tiny bit I'd watch and wait - chances are the zoas will choke them out, but if they become more numerous you might want to hit it with some Aiptasia X or similar.
