Can anyone tell me what kinda of algae this is and how to remedy it? It looks like red cob webs over my rock.

Cyano bacteria....red slime remover will take care of it.

I would just take the collection cup off. You don't want to remove the anti-bacterial, but want to keep the added aeration of the skimmer.
