Is there a solid correlation between watts/PAR with LEDs?

I have a (fairly cheap) 12x12 LED panel with 225 LEDs, 112 blue and 113 white. I took a gamble on it, since it was cheap and I figured if nothing else, I'll use it as a dusk/dawn light on the 240 when I set it up.

I would LOVE it if it would do on my very shallow frag tank. The frag rack is 9 inches from the light's position. The light looks pretty bright, but obviously that means very little.

I can't find much on it, but it is advertised as 13.9 watts. I can only assume, in my ignorance, that that is output, not power consumption, but who knows? I plan on checking it with a PAR meter IF it may be usable. If it's not a candidate, I won't waste the money renting one.

Any opinions welcome.
 
Thanks... looks like a nice dusk/dawn visual accent (and off to find a light for the frag tank, too).
 
My 3 par38 bulbs from nano customs look close to the 150 mh that I had over the aquapod and the sps are really happy, i actually see cyano here and there.... just saying

Forgot, they're 21Watt each

I had one of these for awhile and easily grew sps with them. 21W is all they need! So I would say that there really is not a correlation when using high end LEDs
