Check out the green / red growth on the sand between the two pieces of LR.
 
Congrats! I used to get that stuff like mad until I started doing multiple small water changes rather than the occasional large one.
 
Best time to siphon it out is right before your main lights go out. And yes, keeping up with water changes and the use or RO/DI will also help...and making sure there is flow hitting that area.
 
The cyano bacterium is always present in the tank its just that when there is enough nutrients around it will start to grow to be a visible nuisance. If you lower your nutrient import or increase your nutrient export... or preferably both you'll see the cyano go away shortly.

Nutrient export - more water changes, skimming wetter, purigen/carbon, growing macro, etc.

Nutrient import - simply feed a lil less.
