Ive had a 24 gallon nano cube for a year now and cant seem to keep it clean of algae. I put in roughly 20 lbs of dead rock. Is that my flaw? Will dead rock ever become live rock with out a seeded rock? I have 2 clowns and and i feed them flake food ? Can the flake food cause high algae growth. Ive started changing 5 gallons a week but still no luck.

If the tanks been up for a year the dead rock is live rock now. It may not have all of the creatures in/on it but it is live and breaking down the waste in your tank.

You said you started weekly water changes. Have you been doing any the past year? If you haven't the phosphate and nitrate levels have been building up all along. How old are the bulbs lighting the tank. Old bulbs can cause algae. Also are you using RO water for topoff and water changes?
