Leaking glued- down bulkheads

So a few months ago I got a used tank. 40 G custom cube and stand/ canopy. Finally got everything set up. Filed the main display a bit, no leaks, yay!

Then water started filling in the back wall return chamber and I noticed it was leaking, very slow, but leaking nonetheless.

Problem: the bulkheads are glued down. Lots of silicone...

How can I fix this? Can I just wrap something around the base to stop the leak?

Was there a reason you used silicone to begin with? But definitely redo it like york1 said. Better to get it done right now when it’s not set up yet. Took me awhile to use bulkheads correctly
 
I had an issue getting my bulkheads tight enough not to leak. This was due to not cutting the hole in the stand big enough to get a good grip. I went to home depot and bought this adjustable pipe wrench and was able to get them tight. I think it was $14.99. You're welcome to borrow it if you're around the Duluth area.
Edit: I recommend replacing the bulkheads.
