Although Charlie is correct, I had two pipefish for over three years plus wrasse in a 55. The key was taking care of the pods, not the fish. I had two fuges (a hangon that I stocked pods with and fed LIVE phyto), places in the display for pods to accumilate (back glass, shell & rock piles), and a ton of macro algae in display and fuges.

It can be done, but it's a pita.

I have a red scooter dragonet that is eating pe mysis, and frozen hiakari brine with selcon.
