Mated pair?

So I bought 2 clowns 2 months ago. 1 was slightly larger in the beginning but it has really outgrown the other.
They've also been "dry humping" things around the tank - glass, rocks, caves however I don't see any eggs or milt.
Does this mean that they have become a mated pair? If so, I assume the smaller is the male?

If they are constantly around each other then yes they would be a mated pair and the smaller one would be the male.
