media basket question

So i have a biocube 14 about to upgrade to a biocube 29 hqi...i have been running an intank emdia basket with filter floss, chemipure elite and purigen...i have always filled the water so that the filter floss is submerged...is this correct or should the filter floss stay dry out of the water?..what do others do?

I have an inTank Media Basket in my BC14 and the filter floss is submerged.
