need advise on disasembling a light

Hi guys I really need some answers to some questions i have lol i bought a 48 inch outer orbit fixture used it has 2150 halides and 2 130 watt pc only one fan works the other does not turn this light has internal ballast frome what i read the light housing should be cool to the touch when light is on but the housing gets very hot on mine my question is can i gut the light and take the halides out and hang them over my tank pendant style this and if so this would fix the heat issues right ? if there hanging no need for fans since there not encased in the housing of the light ? any advice is greatly helpfull thanks
