Ocean runner 3500 skimmer pump

I got this pump with a skimmer I bought. The impeller rattles badly and there is no water flow. I assume it just needs an impeller but I don't know that for sure. I've never worked on a pump, just cleaning and stuff so I don't know. The only place I can find the impeller is ebay UK, it's $70 dollars and isn't even a needle wheel.

Has anyone ever used these pumps? Or know anywhere to get parts?

Is the impeller the only thing that can really malfunction on most of these small pumps like this? I don't to spend $70 on an impeller and still have a broken pump.

Is it missing any little rubber tips/caps on the propeller?

It's not. The caps are still there but everything on the impeller is moving independently. Shouldn't the shaft and the needle wheel and other pieces move as one?

It seems like the caps at each end of the cylinder should be affixed to the cylinder, I wonder if I could just epoxy them back to it. Anyone ever tried that?
