Outer Orbit Trouble

Does anyone have electrical expertise they would be willing to lend to my situation for a fee? One of my power compacts will not fire in my outer orbit halide/PC fixture. I do not know if I am comfortable trying to play with electrical components all by my self.

I have switched the bulbs and suspect the ballast. I have not opened up the fixture yet to see how involved its gonna be. I was hoping someone with experience replacing electrical componets could give me a hand.
