PayPal Trouble

I had to cancel my paypal it got hacked I beleive through Ebay, only thing that was ever affected was my Paypal had a 973 dollar bill that was not mine. Paypal is terrible to deal with if this ever happens to you so be careful. My question is I need to rejoin ARC but when I try to pay for it with a credit card it says I already have an account yes I do.

As a safety precaution, change your associated email address's password. Ebay is safe to use, so it's possible someone has access to your email address and got into your pay-pal that way.
