New tank setup, no sump. What is the best way to establish and maintain a good pod population? Is that even possible, if they have no place to hide?

Hang on refugium or chaeto reactor.

Feed more. Adding Phytoplankton is probably good way to increase pods. You’ll see amphipods easily but not so easy with copepods. As long as you don’t have any fishes that eat them as regular diet, they will populate in all tanks.
