Is this what you are referring to? If so, it is called Bacti-Twist, and is sold mainly for pond filter systems. You had me lost at your initial description. PVC ribbon is another name for it.

probably easier to find bio balls, they will work the same way. Just make sure they are in a basket or something so you can easily clean them.
 
Or Matrix? Matrix is porous so you get the aerobic as well as anaerobic bacterial colonies. Much more efficient.

I've seen that 'pvc shavings' marketed as Bio-Bale by CPR Aquatics - but most people either bought skimmers without the bale or threw it away.

I had visions of PVC sawdust...

Or buy one scrubber pad for an electric floor scrubber and cut it into small pieces. That is what I did for my pond pump. One pad is only a few bucks at HD and create a surprising amount once cut up.
 
All that plastic media provides is aerobic surface area. Old technology.

Porous media (like Matrix which is pretty inexpensive), allows for aerobic as well as anaerobic biological activity, which makes for better denitrification.
