Question about Salifert Ca Test Kit?

I have been using this kit for a while now and was wondering when it says add drops until the solution in the vile turns blue. Do they mean when it initially turns from pink to blue (milky blue)? Because I have always found that when I add one more drop it turns like a clear blue. I just want to get the most accurate reading and the one drop makes a bit of difference.

Clear Blue is when you should take the reading as the instructions specify "clear blue"
