So, the short answer, if you are referring to cryptocaryon, is no. They appear to be dependent on surface proteins of their host organisms.
(there is no marine parasite called velvet).

That is the entire point of the fallow period: no fish. Inverts and coral are fine. In fact, many people "ghost feed" during fallow, in order to keep bio filter going.
