Question on tanks size and fish

People take about tank size for fish is that include sump or just the tank display tank I have a 75 gallon display and 100 gallon sump with a protein skimmer to cover 400 gallons of water. I did not know if they are talking about fish polluting the water to quick or just not enough swim room. Let me know I am building a livestock list and want to narrow down my list.
 
Can you buy the larger fish at a smaller size and remove them when they get older just to have a nice display for the time the fish has in the tank or they just a pain to catch and will the lfs buy them back
 
The trouble with doing that is many will not do that. They will let the fish remain in an undersized tank long after it should have been rehomed. Best to stock based on what size they will be when fully grown in my opinion.
 
I see your point that just sounds like a good excuse to get what you want anyway and say you will take it out lol
