Refugium

I have a 75 gallon tank with a sump. I am thinking of removing my bio balls from the sump's center chamber and turning it into a refugium; I forget how many gallons the sump is, but it's for a 120 gallon tank if that helps. Anyway, I know I can add sand, live rock, a light (30-45watts okay?), and I definitely want to add copepods to start building up the population in my main tank. If I put copepods in my refugium, will they make their way to the main tank or do I transport them with a sponge, etc? Also, if I make a refugium, should I relocate my skimmer or UV? Right now, I have the pumps for my skimmer and UV in the third chamber (the one just before the water returns to the tank) of my sump. Finally, how many pounds of rock, sand, etc do you guys recommend to effectively clean my tank with a refugium? EVENTUALLY (probably not for 6-12 months), I would like to add a couple of Seahorses, so I don't want just crushed live rock like some have suggested I do.
