Safe and durable glue?

I need to glue some rocks together, and also attach some frags to the rocks. Would someone please recommend a type of glue that is both sturdy AND safe? I don't suppose there's a type of glue that can be applied underwater...is there?

There is a marine epoxy that works quite well for putting live rock together, some fish stores even sell it in a purple color to match corraline growth, but they want $10.00 bucks for it, and HomeDepot/Lowes, etc. sell the white stuff for $2.00.

I pieced my LR together and let it cure for 48hrs (in a 5g bucket of saltwater w/ pump and heater) before putting it in my tank... here's a thread about it:

Any epoxy stick will do, Lowe's sells this blue stuff, home depot is supposed to carry epoxy stick that is gray and/or green. They are reef safe, I've used them myself.....
