Sand Shifting

So I got my S-400 plumbed and added 140lbs of live sand, but what I'm noticing is quite a bit of sand shifting. I guess my two questions are-1. Is 140 lbs of sand too much for the 97gallon display tank? 2. If it's ok, how do I cut down on the sand shifting? Is it something that will settle down once I add the live rock? Thanks!
 
2" isn't too bad, I've typically heard "one-pound per gallon" when it comes to sand, but I've always went over that myself. Is it shifting due to power heads? What type of sand is it? Also, adding live rock is going to make the sand bed appear even deeper I think, because it will displace the sand as it settles.
